Your Excellency,
I write with profound respect and a deep sense of responsibility to appeal for the establishment of a Kaduna State Hajj 2027 Support Fund to assist intending pilgrims in meeting the financial obligations of the forthcoming pilgrimage.
The true measure of leadership is not only reflected in physical infrastructure and economic development, but also in the compassion and responsiveness shown to citizens during periods of genuine hardship. It is in this spirit that I respectfully present this appeal.
The Current Reality
The National Hajj Commission of Nigeria (NAHCON) has announced that intending pilgrims are required to complete payment of their Hajj fares by September 2026 in preparation for the 2027 Hajj exercise.
For many prospective pilgrims in Kaduna State, this deadline presents a significant challenge.
Kaduna is predominantly an agrarian state, with a substantial proportion of its citizens depending on farming as their primary source of livelihood. September falls within the critical planting-to-harvest period, when many farmers have invested heavily in cultivation but have not yet realized income from the sale of their produce. Consequently, while they possess valuable agricultural assets, they often lack the immediate liquidity required to complete Hajj payments within the stipulated timeframe.
For many elderly citizens, retirees, civil servants, and hardworking farmers, the opportunity to perform Hajj may come only once in a lifetime. It is therefore regrettable when financial timing rather than commitment, preparation, or faith becomes the obstacle preventing the fulfilment of one of the five pillars of Islam.
Commending Previous Efforts
Your Excellency’s administration deserves commendation for the support and welfare initiatives extended to Kaduna pilgrims during the 2026 Hajj exercise. Those efforts were widely appreciated and demonstrated your government’s concern for the well-being of its citizens.
Similarly, several state governments introduced financial support mechanisms that enabled thousands of intending pilgrims to meet the payment deadline. Such interventions provided much-needed relief during a period of rising pilgrimage costs.
However, with the current Hajj fare now exceeding ₦8.5 million, the financial burden has become considerably heavier. Without an innovative support mechanism, many qualified intending pilgrims from Kaduna State may once again be unable to participate.
A Practical and Sustainable Proposal
In view of these realities, I respectfully propose the establishment of a Kaduna State Hajj Support Fund under your administration’s SUSTAIN Agenda.
The scheme could be structured around the following principles:
- Interest-Free Revolving Financing: Eligible intending pilgrims may access financing covering up to fifty percent (50%) of the Hajj fare to enable them meet the September payment deadline.
- Flexible Post-Harvest Repayment: Beneficiaries would repay the facility between October 2026 and March 2027, after the sale of their agricultural produce or other legitimate sources of income.
- Transparent Administration: The programme should be administered by the Kaduna State Muslim Pilgrims Welfare Agency through a transparent and accountable process, with clearly defined eligibility criteria and public disclosure of beneficiaries.
This proposal is neither a subsidy nor a grant. Rather, it is a sustainable revolving support mechanism designed to address a temporary cash-flow challenge while ensuring prudent management of public resources.
Why This Initiative Matters
Throughout history, great leaders have been remembered not merely for the projects they commissioned, but for the burdens they lifted from the shoulders of ordinary people.
Policies that expand opportunities, ease hardship, and strengthen public confidence often leave the most enduring legacies.
A Kaduna State Hajj Support Fund would stand as a practical demonstration of compassionate governance, reflecting an administration that is attentive to both the material welfare and the spiritual aspirations of its citizens. It would further reinforce Kaduna State’s reputation as a government committed to inclusive leadership and people centred policies.

Your Excellency, your leadership has consistently reflected courage, empathy, and a commitment to improving the lives of the people of Kaduna State. I am confident that this appeal will receive your thoughtful consideration.
I respectfully urge your administration to give favourable attention to this proposal, as its implementation would bring hope and relief to many deserving citizens while establishing a sustainable model that future administrations could build upon.
