No Hajj Without a Permit – Rules & Regulations
Starting from Monday, 25 Shawwal 1447 AH (April 13, 2026), residents wishing to enter the Holy Capital (Makkah) must obtain official permits from the relevant authorities. Entry without a permit will not be allowed.
Exceptions include:
– Those holding a Makkah-issued ID
– Those with a Hajj permit
– Those with a work permit in the holy sites, issued electronically via:
– “Absher Individuals”
– “Muqeem Portal” (fully integrated with the “Tasreeh” platform)
The last date for Umrah visa holders to leave the Kingdom is Saturday, 1 Dhul-Qa’dah 1447 AH (April 18, 2026).
Issuance of Umrah permits via the “Nusuk” platform will be suspended for:
– Saudi citizens
– GCC citizens
– Residents inside the Kingdom
– Other visa holders
This suspension will be from Saturday, 1 Dhul-Qa’dah 1447 AH (April 18, 2026) until Sunday, 14 Dhul-Hijjah 1447 AH (May 31, 2026).
Entry into Makkah or staying there will not be allowed for holders of any type of visa, except those holding a valid Hajj visa, starting from Saturday, 1 Dhul-Qa’dah 1447 AH (April 18, 2026).
The Ministry of Interior urges compliance with these regulations for this Hajj season and cooperation with the relevant authorities to ensure the safety and security of pilgrims. Violations will result in legal penalties.
