Saudi Vision 2030 has industrialised the Hajj. Nusuk Masar is its operating system: quota confirmation, service contracting, e-wallet payments, pilgrim data, visas, Nusuk cards and Tafweej scheduling all run through one Saudi platform — with fixed, non-negotiable dates. There is no parallel manual track.
Every issue before this panel — registration, remittances, orientation, visas, airlift, Mashaer services — is at bottom one question: does Nigeria’s internal calendar and internal discipline obey the external calendar?
In 2026 we closed much of the gap — and the season stress-tested us, exposing where service delivery still falls short of what our pilgrims deserve. The published 2027 roadmap gives us no room at all.

Registration, Grouping and Hajj Fare Remittances
CHALLENGES — 2026 |
Late remittances remain the bane of Hajj planning. Contracts cannot be signed against projected money; every naira remitted late narrows Nigeria’s choice of camps, hotels and carriers.
Grouping was done largely on paper. Only a few States applied it in practice — yet grouping drives reception, accommodation, Nusuk Card distribution and Mashaer movement.
Demographic data gaps. Age, gender, health and language data — the raw material of planning — still not fully supplied by States.

•Adopt a statutory national Hajj calendar mirroring the Saudi roadmap: 2027 registration effectively closes by late September 2026; e-wallet transfers run 15 July – 24 December 2026 only.
•Tie 2027 State allocations to 2026 utilisation, remittance performance and compliance — including slot consequences for medical-instruction violations — with published criteria.
•Make operational grouping, not paper grouping, a condition for manifest acceptance; demographic fields mandatory at registration.

Orientation quality varied widely. States and Tour Operators gave conflicting guidance at the worst possible moments — at the Mashaer, where instructions must be uniform.
The health toll tells the story. Over 8,000 Mashaer medical cases; deaths predominantly cardiac-related — weak screening and weak health education directly implicated.
109 medical-instruction violations. Recorded across State quotas, Tour Operators and official delegations — fitness rules neither fully understood nor fully enforced.
Digital channels under-performed. Uptake of pilgrim-facing digital tools was a small fraction of the contingent.

•One National Pilgrim Orientation Curriculum and Manual — one syllabus, translated into major Nigerian languages, binding on States and Tour Operators alike.

CHALLENGES — 2026 |
Data quality was the hidden battle of 2026. Reconciling tens of thousands of records across government and operator manifests consumed enormous effort; biometrics and digital medical certificates raise the cost of every error.
Activity outside the platform undermined the platform. Saudi providers formally flagged Tour Operators hiring transport off Nusuk Masar, moving pilgrims outside frameworks and mixing groups — complicating Tafweej.
Unregistered and excess pilgrims. Compounded accommodation and feeding pressures; seat-fraud cases underline the absence of a validated central seat registry.

•A permanent National Hajj Data Desk — joint NAHCON/State/PTO cell that cleans and locks manifests against the Saudi schema before upload.

Airline Selection and Pilgrims’ Allocation |

Number uncertainty elongates everything. Final pilgrim numbers firm up late; selection must weigh State preferences, departure airports, aircraft capacities and prior performance before contracts close.
New embarkation points stretched capacity. Additional departure centres opened for 2026 stretched zonal staffing and coordination — a constraint that recurs if expansion outpaces manpower planning.
The 2027 clock is short. Airline agreements must be concluded and documented on Nusuk Masar between 29 July and 8 November 2026 — a third-quarter 2026 task, not a 2027 one.
