For decades, the majority of Nigerian pilgrims, particularly those travelling through state Muslim pilgrims’ welfare boards, have relied on the Category D package, the most affordable accommodation option available during Hajj.

That reality may soon change.

The Saudi Ministry of Hajj and Umrah has announced the cancellation of Package D as part of a major restructuring of Hajj services, leaving only three upgraded categories for pilgrims worldwide.

While Saudi authorities insist the move is aimed at improving service delivery, accommodation standards and operational efficiency, the decision is expected to have significant cost implications for countries such as Nigeria, where virtually all state-sponsored pilgrims traditionally subscribe to the Category D package.

Why Package D Matters to Nigerians

Category D has long been the preferred option for Nigerian pilgrims because it offers the lowest-cost entry into the annual pilgrimage.

The package typically provides air-conditioned tents in Mina, shared accommodation, basic services in Arafat, standard meals and shared transportation between the holy sites.

Its affordability has enabled thousands of middle and low-income Muslims to fulfil the religious obligation of Hajj.

Officials familiar with Hajj operations say most Nigerian state pilgrims are registered under the Category D arrangement due to its relatively lower cost compared to higher-tier packages.

With the package now discontinued, pilgrims may be compelled to migrate to more expensive categories that come with enhanced services and facilities.

Possible Impact on 2027 Hajj Fare

The immediate concern for Nigerian pilgrims is the likelihood of higher Hajj fares in 2027.

Although Saudi authorities have not specifically announced a fare increase, industry experts argue that eliminating the lowest-cost category effectively removes the cheapest option available to pilgrims.

As a result, intending pilgrims may have no choice but to pay for upgraded packages that attract higher charges.

The development comes at a time when Nigerian pilgrims are already grappling with rising airfares, exchange rate volatility, transportation costs and accommodation expenses.

A shift to higher service categories could therefore further increase the financial burden on intending pilgrims.

Some countries have already begun exploring ways to cushion the effect of the policy change on pilgrims.

Reports indicate that authorities in countries such as Bangladesh and Indonesia are considering cost-saving measures and possible subsidies to prevent the upgraded packages from becoming too expensive.

Whether similar interventions will be introduced in Nigeria remains uncertain.

The National Hajj Commission of Nigeria (NAHCON) and state pilgrims’ welfare boards are expected to study the implications of the new Saudi policy before commencing preparations for the 2027 Hajj exercise.

New Conditions for Hajj Operators

Beyond the package restructuring, Saudi authorities have also introduced mandatory training for Hajj affairs offices and foreign service providers.

The training has become a prerequisite for obtaining Hajj visas and participating in pilgrimage operations, signalling a broader effort by the kingdom to professionalise Hajj management and improve service quality.

Looking Ahead

While the full financial implications of the cancellation of Package D are yet to emerge, the policy is already generating concern among Hajj stakeholders in Nigeria.

For a country where the overwhelming majority of pilgrims depend on the most affordable package, the disappearance of Category D could translate into higher Hajj fares in 2027 unless mitigating measures are introduced.
