The Nigeria Civil Aviation Authority (NCAA) has directed all international airlines operating into the country to ensure that arriving passengers complete the Nigeria Centre for Disease Control (NCDC) Health Declaration Form as part of measures to prevent the importation of Ebola Virus Disease (EVD).
In a public health advisory issued on May 30, 2026, the authority said the directive followed outbreaks of Ebola in parts of the Democratic Republic of Congo and Uganda, which the World Health Organization has designated a Public Health Emergency of International Concern.
The NCAA said passengers are expected to complete the health declaration form online before arrival in Nigeria, while those unable to do so would be required to fill out paper forms upon arrival for submission to Port Health Services officials.
The authority also directed airlines to inform passengers of the requirement before boarding and urged all aviation service providers to maintain heightened vigilance and comply with existing public health protocols.
The advisory, signed by Director of Operations, Licensing and Training Standards, Capt. Donald Spiff, further instructed service providers to promptly report any suspected communicable disease cases identified on board aircraft.
The NCAA said it is working with the Federal Ministry of Health, the Nigeria Centre for Disease Control, Port Health Services and other stakeholders to strengthen surveillance and preparedness against the disease.
