Saudi Arabia has introduced five new policies for foreign pilgrims as preparations begin for Hajj 2027, aimed at improving service delivery and streamlining pilgrimage operations.

Under the new measures, a comprehensive Hajj package covering services at the holy sites, accommodation in Makkah and Madinah, transportation and catering will become mandatory for pilgrims throughout their stay.

The Saudi authorities also announced the cancellation of the popular Package “D”, with Hajj packages restructured into three categories to better meet the preferences of pilgrims.

In another major development, a training programme for Hajj office personnel will be introduced and made a mandatory requirement for visa applications.

The new framework allows Hajj affairs offices and foreign Hajj companies to begin securing accommodation in Makkah and Madinah from June 30, 2026. In addition, Hajj offices will be permitted to retain their current locations at the holy sites when contracting for the comprehensive package until August 13, 2026.

The reforms are part of efforts by Saudi authorities to enhance the organisation and quality of services provided to pilgrims during future Hajj seasons.
