Cargo Zeal MD Laments Activities of Illegal Operators, Calls for Urgent Action

The Managing Director of Cargo Zeal, Alh Azeez Afolabi, a licensed Hajj cargo service provider, has expressed deep concern over the persistent activities of illegal cargo operators during the 2025 Hajj exercise, warning that their unchecked operations threaten not only the integrity of the industry but also national security.

In an interview with HAJJ REPORTERS in Makkah, the MD lamented the loss of business due to underhanded tactics and price manipulation by unlicensed individuals who bypass regulatory protocols put in place by the National Hajj Commission of Nigeria (NAHCON).

“These illegal operators offer lower prices, make false promises, and operate without insurance or proper clearance. If anything goes wrong, the pilgrims are on their own,” he said.

He highlighted that many of these operators enter pilgrims’ accommodation with the help of some compromised officials, further complicating enforcement efforts.

On operational challenges, the MD revealed that cargo handling this year dropped to about 30% of normal volume due to the tough economic situation that weakened the value of the naira. He said his Company has to reduce the SR20–22 per kg NAHCON-approved cargo rate to accommodate pilgrims.

The MD called for stronger enforcement by NAHCON and appealed to state pilgrims’ boards to bar unregistered operators from accessing pilgrim camps. He also recommended enhanced collaboration on pilgrim enlightenment, noting that many first-time pilgrims fall victim due to lack of information.

“Enlightenment is key, but unless those in authority stop enabling these illegal players, the problem will persist,” he concluded.
